Maritime Safety Victoria is a branch of Safe Transport Victoria, responsible for the regulation of recreational boating and commercial maritime operations in the state. The agency approached Punchy Studio to create an animated safety video to address the communication challenge of reckless personal watercraft (PWC) use in high density areas. The brief was to clearly explain the “irregular riding rule” and specific speed restrictions in Port Phillip Bay to protect swimmers and other boaters. We produced a vibrant animated explainer video that uses clear visual metaphors to distinguish between safe, direct transit and dangerous “freestyling” or wave jumping. Our approach focused on the serious consequences of misuse, highlighting that vessel registration does not include a transport accident insurance component. The video is deployed across maritime digital channels and boat ramps to ensure all PWC operators understand their legal obligations. By combining professional scripting, custom animation, and an authoritative voiceover, we simplified complex maritime regulations into an easy to follow safety guide. Bold motion graphics reinforce the five knot limit and proximity rules for dive flags, providing a clear call to action for riders to watch out for fellow water users.
