Greater Shepparton City Council in regional Victoria operates a municipal animal shelter and a range of community services. As part of a broader FY26 explainer video series, the Council needed an animation explaining the shelter’s role, its services for residents, and how the community could engage with it (whether reporting lost pets, surrendering animals or adopting). The challenge was making council operations feel approachable rather than bureaucratic. Punchy produced an animated explainer using a warm, character-led style that reflects the day-to-day reality of the shelter and the animals in its care. The piece walks viewers through what the shelter does, what to do if they find or lose a pet, and how adoptions work, all in plain language calibrated for a general community audience. The video supports Greater Shepparton City Council’s resident communications and sits alongside the other explainers in the FY26 series. Punchy delivered scripting, design, animation, voiceover and motion graphics.
